Procurement and supplier management
We work to ensure our members obtain value for money. Our team has extensive experience in procuring and running our own frameworks and dynamic purchasing services.
We are an active member of the UK Universities Purchasing Consortia (UKUPC) and the London Universities Purchasing Consortium (LUPC). We are subject to the UK Public Sector Procurement Regulations and Policies.
How to work with Jisc
Our e-tendering portal is Mercell. Suppliers must be registered on the portal to view and respond to any Jisc opportunities. It is free to register and handles all stages of the tender process as well as advertising opportunities on Contracts Finder and Find a Tender Service (FTS).

Procurement pipeline
Our procurement pipeline is a list of larger value contracts (whole life cost of £2 million and above), which we expect to procure anytime within the next five years. These could be existing contracts in place that are likely to be re-procured, or they could be for new requirements.
However, this list is subject to change and details provided in the pipeline may be amended as and when improved information arises, including the use of compliant framework agreements if deemed suitable.

Procurement Act 2023
The Cabinet Office has confirmed that it is working towards the launch of the new Procurement Act 2023 on Monday 24 February 2025.
All Jisc procurements starting after 24 February 2025 will run under the new act. The current rules will continue to apply to contracts that are already in progress, including any call-offs from established frameworks or dynamic purchasing systems (DPS). These will continue to run under the current regime until the termination date of the specific arrangement.
All suppliers to public sector organisations will need to register on the government’s new central digital platform once this platform is launched. A range of information and resources about the new regime is already available on gov.uk.

We are always looking to improve our practices. In our membership of Electronics Watch, we recently agreed to work collaboratively to strengthen corporate accountability and promote the effective implementation of human rights due diligence.
